A. MANEUVERING PILOTING
I. Piloting of ships at arrival in or departure from Sulina port (crossing Sulina Bar):

B. LINE PILOTING
The service for piloting ships on the Maritime Danube from the port of Sulina up to km 175 (and return) or between ports / intermediate positions (Tulcea, Reni, Giurgiulești, Galati, Braila, etc.) is applied proportionally with the covered distance.

C. Use of pilot boats for pilots landing in case the ships remain anchored in the area of Sulina, Tulcea, Mm 60, Reni, Giurgiulesti, Galaţi, Brăila ports or for ships exiting the area where piloting is mandatory, respectively Nm 44, Km 175 (Nm 94), as well as in case the command for pilotage is canceled by the agent or the master of the ship after the time at which the commencement of service has been ordered:

D. In case the pilot is waiting on board the pilot boat boarding the maritime ships for which the piloting service has been requested:

E. Presence of pilot on board without rendering the service is charged by 28 $ /hour.
NOTE:
I. For services rendered on Saturdays, Sundays, and legal holidays, tariffs are increased by 10% (from Friday 18:00 to 6:00 hrs or similar).
II. For services rendered for ships carrying dangerous goods, the tariffs are increased by 15%.
III. For the services rendered for ships/parts of ships not having the main engine running or not equipped with an engine, the tariffs are increased by 100%.
IV. For manoeuvres performed "on the line", the tariffs are reduced by 50%.
V. Cases in which the availability of the pilot on board is charged, without rendering the service:
1. The ship is navigating downstream for exiting into the Black Sea during which time the Sulina bar is declared impracticable. The possibility that the ship may anchor in an area where Pilot landing is permitted exists, but this is not desired by the Master or Agent;
2. The ship is navigating downstream for exiting into the Black Sea while the hydrometeorological conditions at Sulina Bar become unfavorable for the Pilot to disembark. At the Agent's request, the Administration's management approves the vessel’s exit into the Black Sea having the pilot on board and his disembarkment in the first Romanian or foreign port, following that the return of the Pilot in the port of embarkation, to be at the expense of the ship – pilot on board shall be charged from the moment of crossing Sulina Bar until the pilot disembarkation in the first port (Romanian or foreign);
3. Although Sulina Bar is already declared impracticable, vessels depart third ports bound for the Black Sea regardless of whether or not it is possible that the vessel could anchor in an area where the Pilot is permitted to disembark;
4. If upon requesting permission to perform the voyage upstream/ downstream the fog phenomenon already exists in the location from where the ship leaves, the availability of the pilot on board shall be charged;
5. Due to legislative provisions, the navigation during night time downstream Nm 44 (for all ships) and upstream Nm 35 (only for the ships carrying dangerous goods) is prohibited;
6. If the Agent commission the presence of Pilots at Nm 44, Reni, Giurgiulesti, Nm 61, or Km 175 (Nm 94) but the vessels do not reach the area at the hour commissioned by the Agent and the Pilots await the arrival of the vessels onboard the pilot boat, the pilot on board tariff shall be charged and additionally, the pilot boat service shall apply (the charges set out in points E and D of Annex 1 shall be applied cumulatively).
7. If the service is canceled, the pilot on board tariff shall be applied from the moment of the boat’s departure until its return to port;
8. The ship is stopped for control upon entering/exiting the country;
9. The ship is not ready for departure at the hour commissioned by the Agent;
10. Various installations of the ship have malfunctions that do not allow the continuation of the navigation;
11. The ship is stopped by the Harbour Master’s Office bodies for the investigation of events in which it was involved;
12. The decision of the ship's Master to stop sailing, keeping the pilot on board.
13. Cases in which the availability of the pilot on board shall NOT be charged, without rendering the service:
1. The ship is navigating downstream for exiting into the Black Sea during which time the Sulina bar is declared impracticable. The possibility that the ship may anchor in an area where Pilot landing is permitted does not exist without this fact requiring the return or diverting the ship from its route;
2. During the upstream/downstream voyage the fog phenomenon occurs and it is necessary to park the ship at anchor;
3. Autonomous Administration «The River Administration of the Lower Danube» Galati, Romanian Naval Authority, National Company «The Ports Administration of the Maritime Danube» S.A. Galati close the navigation on certain sectors of the maritime Danube and/or on Sulina Channel (Navy Day, special transport, navigation event of a third vessel, etc.) and in cases when the vessel is stuck in ice and cannot reach the destination or an area where the Pilot is permitted to land;
4. The ship is stationary in an area where the Pilot is not permitted to land and cannot reach an area where the Pilot is permitted to land, without this requiring the return or diverting the ship from its route, except for the situations set out above.
VI. Other implementation guidelines:
1. For the services rendered for nested ships (“side by side”), a single service shall be charged with a grossed-up value of the GRTs of the two ships and only one pilot will be appointed.
2. For the services rendered with the pilot boats on special transports (assisted towed ships) a single trip of the pilot boat shall be charged.
3. The tariff for the pilot on board service is calculated proportionally to the actual time rendered.
4. The line piloting tariffs shall be calculated proportionally to the distance traveled, considering the position of the ports as follows:
a) Sulina at Nm 0;
b) Tulcea at Nm 39;
c) Reni at Nm 69;
d) Giurgiulești at Nm 72;
e) Galati at Nm 81;
f) Braila at km 170 (Nm 92).
5. The use of pilot boats for boarding/unboarding the pilots shall not be charged separately, their value is included in the tariffs. The pilot boats shall be charged separately only for the disembarkment of Pilots when the ships remain at anchor in Sulina, Tulcea, Nm 60, Reni, Giurgiulesti, Galati, Braila ports or for the ships exiting the area where piloting becomes mandatory, respectively Nm 44, Km 175, as well as in case the command for pilotage is canceled by the agent or the master of the maritime ship, after the hour at which the service was ordered to begin.
